The likelihood of being fuel poor in rural Scotland, October 2016

This paper examines how different dwelling and household characteristics affect the risk of fuel poverty for rural households in Scotland. It is based on a regression model which identifies characteristics that are strong and independent predictors of fuel poverty.  The results from this analysis have been applied to develop a tool which can be used to identify households at high risk of experiencing fuel poverty. 

It is hoped that this analysis and the tool based on it will help practitioners understand better the nature of fuel poverty in rural Scotland and develop more effective and better targeted interventions.
