Houses in Multiple Occupation

  • The HMO return was introduced in order to monitor the mandatory licensing scheme for houses in multiple occupation that came into force on 1 October 2001. Included in this return are: applications received, applications refused, applications granted, licences revoked or suspended and licences in force.
  • The number of licences in force has generally increased year on year since the introduction of the mandatory licensing scheme in 2001. It has increased slightly again in 2017-18 with 15,671 licenses in force on 31 March, 2% more than the previous year.
