National framework agreement for the supply of natural gas to the Scottish public sector.

What is in scope?

Natural Gas supply to Scottish public sector bodies and Scottish third sector bodies utilising a fully transparent and auditable contract model, Automatic Meter Reading (AMR).

Note: It is the responsibility of any buying organisation wishing to use the framework agreement to satisfy itself that it is eligible to do so. Entitlement can be established from the terms of the Official Journal of the European Union (OJEU) advert and guidance on this can be found in annex A of Scottish Government Guidance on Framework Agreements. If there is any doubt, legal advice should be sought.


  • Estimated savings of £7 million a year.
  • Reduced management fees through our flexible procurement policy for natural gas, allowing effective budget forecasting, enabling the risks associated with purchasing in volatile energy markets to be effectively managed.
  • Improved customer service.

Community Benefits

  • Several online tools have also been included in the contract to enable public bodies to better manage their energy consumption and Carbon Reduction Commitment (CRC) obligations.
  • An energy performance contract solution is also offered which offers a performance guarantee to ensure the delivery of savings through a range of energy conservation measures.
  • In line with the current national natural gas contract and continued with this new contract, all Scottish registered charities including registered Scottish landlords have access to this contract.
