Where can I find contract adverts

Public Contracts Scotland (PCS) provides you with easy access to view and receive information in relation to contract opportunities from across the Scottish public sector. If you are registered you have the ability to receive tailored emails with relevant business opportunities. Contracts that have been let by Scottish Procurement as well as contracts under development can be viewed in the Scottish Procurement contracts and strategy directory.

PCS is just one of a number of eCommerce tools to drive procurement improvement and make the public procurement process more efficient, transparent and consistent for both you and buyers.


Support Available

The Supplier Journey provides online guidance for bidding for goods and services. The Supplier Journey provides an outline of the process of awarding a public sector contract, expectation of buyers at each stage of the process, practical information on how to find out about opportunities, how bid for a public sector contract and expectations when delivering a contract.

The Supplier Development Programme (SDP) provides a range of free tender training workshops, aimed at helping small and medium sized enterprises (SMEs) and third sector organisations who are interested in bidding for public sector contracts in Scotland and beyond. Training is delivered through classroom style workshops across Scotland and via online Webinars. Courses include finding and responding to opportunities using Public Contract Scotland, completing the European Single Procurement Document (ESPD), Improving your bid score, and understanding community benefits and sustainability.

Working with all 32 local authorities, Scottish Government and several government bodies, SDP also hosts an annual Meet the Buyer event and a number of regional and local events across the year which provide suppliers with the opportunity to meet procurement experts within public bodies to discuss opportunities which may be of interest.

Several pieces of legislation provide a regulatory framework for public procurement across the Scottish public sector. Together, the Procurement Reform (Scotland) Act 2014 and three 2014 European procurement directives provide the statutory foundations for the Scottish Model of Procurement, standardising and streamlining procedures for both businesses and public bodies, placing sustainable and socially responsible purchasing at the heart of the process.

The Act requires a public body to maintain, and make publicly available, a contracts register containing information on any contracts entered into as a result of a regulated procurement. It requires a public body with a procurement spend of £5 million or more per annum to prepare and publish a procurement strategy, setting out how it intends to carry out procurements, and publish an annual report against it.

The Act also introduced a sustainable procurement duty, which requires public bodies to think about how each regulated procurement process it carries out can improve the economic, social and environmental wellbeing of its area, as well as facilitating the involvement of SMEs, third sector bodies and supported businesses.
