30 January 2015
We are pleased to announce the forthcoming launch of the new and improved contract and supplier management (C&SM) guidance which will replace existing guidance currently found on the Procurement Journey online.
This new guidance addresses the need for more robust information as requested in the recent Procurement Journey survey, and demonstrated by the recent Procurement Capability Assessment (PCA) results. It is the result of a best practice collaboration involving partners from across the Scottish Government, all Centres of Expertise and individual public and private sector procurement professionals.
We intend to provide contracting authorities with the necessary guidance and tools to ensure that they have the capability to effectively manage their contract portfolio; from the initial opportunity assessment, through all stages, including exit strategy, in a consistent and standardised manner.
- Allows the consistent, effective, management of contract portfolios for contracting organisations
- The improved guidance and additional tools available in the enhanced contract and supplier management station links to the other appropriate stations in the Procurement Journey, now promoting C&SM best practice throughout.
- A new ‘resource calculator’ and business case template to help justify organisational transition from a reactive approach, to an embedded and proactive contract and supplier management model
The new eContract and eVendor Performance Management modules attached to Public Contracts Scotland – Tender
(PCS-T), which is due for release later this year, will also be updated to reflect these changes.
The guidance will be reflected in the Procurement Journey by the close of business today, on Friday 30 January. We would encourage buyers to review, use and provide feedback via the feedback link in the Procurement Journey.
