Climate Change Bill Consultation


Action to mitigate climate change is a key component of the Scottish Government’s aim to create a growing, sustainable and inclusive economy. The Climate Change (Scotland) Act 2009 set world-leading greenhouse gas emissions reduction targets, including a target to reduce emissions by 80% by 2050. 

The Scottish Government intends to introduce a new Climate Change Bill with even more ambitious targets. Proposals include setting targets based on actual emissions, increasing the 2050 target to 90% emissions reduction, and making provisions for a net-zero greenhouse gas emissions target to be set when the evidence becomes available. 

A number of technical amendments designed to improve the transparency of the targets and functioning of the Act are also being considered. The Bill will reaffirm the Scottish Government’s commitment to focusing Government and public services on creating a more successful country, with opportunities for all of Scotland to flourish, through increasing sustainable economic growth.

Public Consultation

A public consultation on these proposals closed on 22nd September.  The analysis report was prepared by an independent contractor and published on 18th December. You can access a copy of all other consultation documents and reports including interim impact assessments, at the bottom of this page.

Committee on Climate Change Advice

On 12 October 2017, the Cabinet Secretary for Environment, Climate Change and Land Reform wrote to the Committee on Climate Change (CCC) requesting updated advice on the appropriate levels of future Scottish emission reduction targets and the best design of a statutory climate target framework for the forthcoming Climate Change Bill. A copy of this letter was laid in Parliament. The CCC responded to this request on 20 December. The Scottish Government held a discussion event to discuss this advice with stakeholders on 16 January 2018. The full range of consultation activities and reports will be considered together and a response will be published in early 2018.
