This review and evaluation was commissioned by the Department for Enterprise, Transport and Lifelong Learning at the Scottish Executive. Professor Hugh Begg, Colin Warnock and Professor Peter Tyler from Cambridge Economic Associates Limited ( CEA), supported by Dr Cathy Sharp of Research for Real Ltd, undertook the work and prepared this report. TL Dempster undertook the household survey and facilitated the online survey of LDOs under the management of Callum MacKinnon.
This review and evaluation has had to rely heavily on evidence from those with an in depth understanding of the operation of IatE and local knowledge of its impacts. In this context, we acknowledge in particular our Research Advisory Group, the unstinting assistance of the National Co-coordinator, and those in our four case study areas of Ardnamurchan, Colonsay, Northmavine, and Uig and Bernera who gave freely of their time to allow us to review the IatE process and assess its impact on their communities. A list of those who participated in the main evaluation interviews can be found at Annexe A. (It does not include those numerous .persons, including those on our Research Advisory Group, who gave freely and helpfully of their views in the course of our research in, and concerning, the designated areas and the operational framework of the Initiative).
