Esther Roberton, Chair of the Review commented:

The Chair was supported by a panel of experts with backgrounds in the regulation of legal services, in the regulation of other sectors and in consumer and academic expertise. Panel members were appointed on an individual, rather than a representative basis.
Cost of the Review
The total cost of the review to the publication date of the report on the 23 October 2018 totalled £56,550.61. This cost may be attributed across three areas.
(a) Review costs: £34,836.41. This includes expenses and fees incurred by the Chair, panel members expenses and costs incurred in relation to stakeholder engagement.
(b) Research costs: £19,092.20
(c) Publication costs: £2,622.00
